MARKET CONSULTATION ANNOUNCEMENT – DEADLINE EXTENSION 22.08.2023 – 12:00

SUBJECT OF THE CONSULTATION:

Establishing the estimated value, respectively the estimated price for each requested project phase; duration of the two project phases; documents to be provided to the service provider for the completion of the two phases; identification of providers with the necessary experience for preparing the documentation and providing feasibility study services in order to determine the necessity and feasibility of the investment objective; identification of possible technical-economic scenarios/options and selection of a limited number of feasible scenarios/options for achieving the investment objective; drafting the feasibility study for the analysis, substantiation, and proposal of at least two different technical-economic scenarios/options, with a justified and documented recommendation for the optimal technical-economic scenario/option to achieve the investment objective, and consultancy offered to the beneficiary until the EPC contract is awarded related to the public procurement procedures.

(meaning the ENERGY PARTICIPATIONS ADMINISTRATION COMPANY)., a company managed under a two – tired system, with its headquarters in Bucharest, Grigore Alexandrescu Street, No. 9, phone: +4021 659 60 38, email: office@sape-energie.ro, VAT No.: RO33134190, registered with the Trade Register under No. J40/5394/2014, has initiated the market consultation process regarding the establishment of the estimated value, respectively the estimated price for each requested project phase; duration of the two project phases; documents to be provided to the service provider for the completion of the two phases; identification of providers with the necessary experience for preparing the documentation and providing feasibility study services in order to determine the necessity and feasibility of the investment objective; identification of possible technical-economic scenarios/options and selection of a limited number of feasible scenarios/options for achieving the investment objective; drafting the feasibility study for the analysis, substantiation, and proposal of at least two different technical-economic scenarios/options, with a justified and documented recommendation for the optimal technical-economic scenario/option to achieve the investment objective, and consultancy offered to the beneficiary until the EPC contract is awarded related to the public procurement procedures.

SERVICES DESCRIPTION

The Transmission and System Operator (TSO) and Distribution Operators ensure the transport, respectively distribution, as well as priority dispatch of electricity generated from renewable sources for all renewable energy producers, regardless of capacity, based on transparent and non-discriminatory criteria, with the possibility of modifying notifications during the operating day, according to the methodology approved by Romanian Energy Regulatory Authority (ANRE).

The technical evolution of the energy sector in Romania could be challenged on a medium and long term because the electricity market is poor in terms of infrastructure, lacking electricity storage capacities as in the natural gas market. According to the fundamental objectives of the Energy Strategy, the development of the energy sector is directly proportional to the realization of strategic investment projects of national interest.

Achieving strategic objectives requires a rigorous grounding in the reality of the energy sector, with a good understanding of the international context and technological, economic, and geopolitical trends. The Energy Strategy of Romania 2018-2030 also mentions: „Chapter III. 3. Realization of the Pumped Storage Hydropower Plant Tarnița-Lăpuștești.” Considering that by 2030, the share of nuclear and renewable energy in the electricity production system in Romania will increase, new capacities are needed to ensure the flexibility of the power system.

By 2030, there is the prospect of developing other energy storage technologies, such as batteries, but at this time, they do not have enough technological maturity to be implemented. Therefore, it is mandatory to establish a storage capacity of up to 1,000 MW in the Tarnița-Lăpuștești Pumped Storage Hydropower Plant to balance the system during periods of 4-6 hours.

Electricity storage is considered the „6th dimension” of an energy system, alongside: (1) energy sources, (2) generation, (3) transmission, (4) distribution, and (5) consumption. Depending on design and characteristics, electricity storage ensures supply during peak demand (e.g., due to seasonal variations) and contributes to the functioning of the electricity market by providing short-term flexibility. The domestic electricity market needs electricity storage to progress, similar to the successful evolution of the natural gas market, where storage plays a fundamental role in providing market flexibility and stability of natural gas prices.

The opportunity and necessity of implementing the Tarnița-Lăpuștești Pumped Storage Hydropower Plant project are based on the advantages and functions provided for the national energy system by a pumped storage plant, as follows:

  • Increased SEN (National Energy System) safety during operation in UCTE (Union for the Coordination of Transmission of Electricity) context.

  • Electricity transfer from low-load periods to peak demand periods.

  • Electricity market arbitrage.

  • Short-term emergency reserve.

  • Fast tertiary adjustment reserve and slow tertiary adjustment reserve.

  • Frequency-power regulation.

  • Provision of reactive power reserve and voltage regulation in SEN.

  • Interconnection exchange within UCTE.

  • SEN black start capability, i.e., the ability to restore network interconnections in the event of a power outage.

  • Implementation and management of intermittent renewable energy sources in SEN to provide optimal conditions for installing over 4,000 MW in wind power plants.

The feasibility study will be contracted to determine the solutions for implementing a pumped storage hydropower plant with a capacity between 500 – 1,000 MW. The feasibility study will comply with the framework content established by the Government Decision 907/2016 and will contain feasible solutions for the construction of the power plant, cost-benefit analyses for the presented solutions, elaborated in accordance with existing legislative and techno-economic conditions, urban planning certificate, compliant approvals for utilities, as well as relevant agreements and studies, as required depending on the specific investment objective, including the one for connecting to the electricity transmission network and the environmental approval.

In reagard to this situation, meaning: to estimate the contractual value, respectively the estimated price for each project phase requested; duration of the two project phases; documents to be provided to the service provider for the completion of the two phases; identification of providers with the necessary experience for preparing the documentation and providing feasibility study services to determine the necessity and feasibility of the investment objective; identification of possible technical-economic scenarios/options and selection of a limited number of feasible scenarios/options for achieving the investment objective; feasibility study for the analysis, substantiation, and proposal of at least two different technical-economic scenarios/options, with a justified and documented recommendation for the optimal technical-economic scenario/option to achieve the investment objective, and consultancy offered to the beneficiary throughout the public procurement procedures until the EPC contract is awarded, we invite you to send us your responses within the specified deadline below.
